Bank of Bhutan
RMA-compliant payment gateway integration powering digital transactions for Bhutan's largest bank.
The Challenge
By the late 2010s, Bank of Bhutan — the country's largest commercial bank — needed to move customer flows off branch counters and onto digital rails. The bar was unusually high. The Royal Monetary Authority's payment-gateway compliance framework governs how money moves between Bhutanese institutions; nothing customer-facing could ship without satisfying it. Settlement had to be reliable to the bank's standards: transactions that started were expected to finish, idempotency had to be airtight, and every operation needed an audit trail that would hold up under regulator review.
BoB needed a partner who could design the integration end-to-end, sit with the bank's internal teams through certification, and take responsibility for the production behaviour of the resulting pipe.
The Approach
We designed and built the integration between Bank of Bhutan's customer-facing channels and the RMA Payment Gateway — bringing BoB's flows onto Bhutan's regulated rails for the first time at scale.
The design choices reflected the domain: TLS end-to-end, encrypted-at-rest credentials, idempotency keys on every settlement-touching operation, structured audit logs that the compliance team could query directly, and defensive retry and failover paths so a transient error never became a stuck transaction. Reconciliation tooling let BoB operations close out daily windows confidently against RMA's records.
Through certification, we sat with BoB's internal teams and RMA's reviewers, iterating on the integration until it met every requirement on the compliance checklist. Production cut-over was rehearsed, gradual, and reversible.
The Outcome
The gateway integration went live in 2019 and has been running ever since. BoB customers gained access to RMA-compliant digital payments through their bank's own channels — the foundation for everything that followed, from card processing to mobile-first banking flows.
For Cloud Bhutan, the BoB engagement established us in Bhutan's financial sector. The patterns we got right here — RMA compliance, settlement-grade reliability, working under bank governance — are the patterns we've applied since to the RMA WooCommerce plugin, the BoB International gateway plugin, and our cross-border payments work on GlobalPay.bt.
